U.S. Supreme Court insists on ordering the Trump administration to fulfill USD contract of $2B
A U.S. Supreme Court split on Wednesday refused to let President Donald Trump’s administration withheld payments to foreign aid organizations as Republican presidents moved to plug-ins for the global American Humanitarian Project.
In a 5-4 ruling, the court upheld the order of Washington-based U.S. District Court Judge Amir Ali, which called on the government to immediately grant grants to contractors and the U.S. International Development Agency and the State Department and its past work.
Chief Justice John Roberts and conservative Amy Coney Barrett joined the court’s three liberal members, with a majority in rejecting the Trump administration’s demands. Conservative Justices Samuel Alito, Clarence Thomas, Neil Gorsuch and Brett Kavanaugh expressed disgust with the decision.
Ali chaired the ongoing legal challenge against Trump’s policy, initially granted to the administration until February 26 to pay the fund, which is said to total nearly $2 billion.
Roberts paused a few hours before the midnight deadline, giving the Supreme Court extra time to consider the government’s more formal demands to block Alibaba’s ruling. The Supreme Court’s 6-3 Conservative majority include three judges appointed by Trump during his first presidency.
Alito’s objection
The court did not provide a reason for its unsigned order on Wednesday. With the initial deadline, the court directed Alibaba to “clear the obligations the government must fulfill to ensure compliance with the temporary restraining order and to properly consider the feasibility of any compliance time period.”
Ali is scheduled to request a preliminary injunction on Thursday for the plaintiff’s request. The judge has a temporary restraining order that lasts until March 10.

Alito was frustrated by the court’s ruling in objections to the joining of three conservative compatriots.
“Is it possible that a single district court judge who lacks jurisdiction has the power to force the U.S. government to pay [and probably lose forever] 2 billion taxpayer money? The answer to this question should be an emphasis on “no”, but most of the court would obviously think otherwise,” Arito wrote. “I was stunned. ”
The Republican president ordered a 90-day pause on all foreign aid on the first day of taking office on January 20. The order, which subsequently ceases U.S. International Development’s actions around the world, enables the delivery of life-saving food and medical assistance to put global humanitarian relief into chaos.
Aid organizations accuse Trump of exceeding his powers under federal law and the U.S. Constitution in the lawsuit by effectively dismantling independent federal agencies and revoking spending mandated by Congress.

Payment may not be immediate
Plaintiffs in the lawsuit include the AIDS Vaccine Advocacy Alliance, News Development Network, International Development Company DAI Global and refugee aid organization HIAS.
Attorney Sarah Harris said in a March 3 Supreme Court filing that Ali’s order constitutes a judicial overreaction and gives the government too little time to review the invoices “to ensure the legality of all payments.” The lawyer representing the government said in another filing on February 26 that the full payment could take weeks to process.
