Video obtained by The Times shows ICE raid leading to fatal shootings of deputy U.S. marshal and TikTok streamer

Video obtained by The Times shows an incident in South Los Angeles on Tuesday that left a deputy U.S. Marshal and a TikTok anchor injured during an immigration enforcement operation and its aftermath.

Deputy Marshal Carlitos Ricardo Parillas, who was charged Tuesday night with assaulting a federal officer, was struck by a ricocheting bullet fired at the anchor by an Immigration and Customs Enforcement officer, authorities said. Neither man suffered life-threatening injuries.

Here’s what the video shows:

  • One video showed a large amount of smoke billowing from a sedan between two law enforcement vehicles.
  • For 25 seconds, smoke continued to rise from the car, and the sound of the engine continued to rev up and down.
  • Then an agent yelled, “Shoot him with pepper balls!”
  • As the sounds inside the car gradually grew quiet, eleven gunshots rang out in rapid succession. The video does not show who fired the shot.
  • A second video shows the aftermath of the shooting.
  • Several law enforcement officers surrounded the sedan. They eventually opened the door and appeared to pull someone out. The man screamed in pain. The officer urges people off-screen to “come back.”
  • The suspect was placed against a wall and handcuffed. Several police officers surrounded him as he occasionally screamed.
  • A group of firefighters eventually approached the man and rendered aid.

Parrias remained in the hospital on Wednesday before his arraignment on charges of assaulting a federal officer has not yet been set.

In a federal criminal complaint, authorities allege that Parrias, 44, rammed his car into the agent’s vehicle after cornering him during an immigration enforcement operation and trying to arrest him.

An agent then opened fire, wounding Parrias and a deputy U.S. Marshal, who authorities said were struck by ricochet bullets. Both are expected to recover, Essaly said.

ICE and the U.S. Marshals Service set up surveillance around a home in the 400 block of 20th Street on Tuesday where they believed Parlias could be found, a Homeland Security Investigations agent said in an affidavit.

They conducted the surveillance because Parias “is the subject of an administrative arrest warrant issued in conjunction with federal immigration proceedings.” Federal agents had previously tried to arrest Parrias, but he evaded capture, the indictment said.
